To evaluate the experimental implementation of educational complexes in Iran, a national sample of 3674 individuals involved with the project were asked questions regarding the plan and its implementation. Although most respondents consider the program guidelines as clear and appropriate, they do not see the necessary conditions for the plan\'s success in place. Most respondents think that contrary to the plan, administrators\' range of duties has been reduced rather than extended. More than 70% of the parents, students, and the members of the schools\' boards of regents were not clear on different aspects of the plan. Member schools in some complexes had cooperated in doing certain activities, but the extent of such activities was not considered adequate. The project\'s lack of success can be attributed to the indifference and apathy among those involved in the implementation process and the absence of necessary conditions for its implementation.
